How to subscribe to the entire Coursera catalog

The Coursera help article Enroll in a course (https://learner.coursera.help/hc/en-us/articles/209818603-Enroll-in-a-course) states: "Some users might see an option to subscribe to the entire Coursera catalog". Which users are eligible to see this option? How can I become this type of user?

I know it may seem contradictory, but according to this Help Article, this option is no longer available:

"The option to subscribe to the entire Coursera catalog is no longer available. If you had a catalog subscription and it has been cancelled for any reason, you will not be able to re-subscribe to the catalog."

One may conclude it's available for a group of learners based on what you shared. Perhaps it talks about those who had access to it prior to its removal? Personally, I've not seen this option. To clear up your doubts, it's better to contact the support team using this link.

It's contradictory, indeed. According to Enroll in a course, only an exclusive group has access to the entire Coursera catalog. That makes me feel like a second-class citizen.

I followed the link; it took me to a chat. I'm not an English native speaker, so I shy away from this type of communication. Anyway, I'll send my inquiry and see if I get an answer.
