I am currently working on the Data Structures and Algorithms Specialization. There are 6 courses and I recently finished the Algorithmic Toolbox course, which is the first course in the Specialization. I got accepted into the Financial Aid program when I applied for the Algorithmic Toolbox. Since my reasons for applying for the Financial Aid haven't changed, and the way this Specialization will help me hasn't changed either, does Coursera expect a new essay each time I apply for Financial Aid or can I use the same essays for multiple classes?
In other words, when applying for Financial Aid for the second course in the Specialization am I allowed to use the exact same essays I used when applying for Financial Aid for the first course in the specialization?

I understand what you mean. If they had required learners to change the content in terms of goals, circumstances, or wording, they would have mentioned it. Nowhere do the instructions say that learners should do that. According to the instructions, learners are simply required to repeat the same process for each course of a Specialization.
To apply for Financial Aid for courses in a Specialization, follow the instructions above for each course in the Specialization.
