Businesses flourish and make there mark because of a good leader. There are boards in place whom a business owner can rely on to provide advice but in most of the cases the CEO/Managing Director is also the Board Chairman who looks after the health of the other Board Members. In cases where Board Chairman is different, they may have people to assess CEO as well. There aren't any established parameters to evaluate a Managing Director.
